Position the cursor outside of the transformation handles (the cursor becomes a double headed arrow), and drag to rotate.Holding the Shift key while transforming will temporarily toggle the opposite behavior. This means that, regardless of the contents of the layer (paths, pixels, type, shape, etc.), transform will behave consistently.
